NPU offers programs uniquely designed for our business customers. We do not believe in a 'one size fits all' approach. Instead, each program is customized for the size and nature of the business, starting with a free energy analysis of your facility.

Lighting Retrofit Program
Upgrading your facility’s lighting is the first step towards making your building more energy-efficient. Replacing inefficient lighting with Light Emitting Diodes (LEDs) is an inexpensive investment that offers a fast payback. NPU is currently only rebating LEDs with Controls. All LEDs must be Energy Star or DLC rated and have Integrated Controls installed along with the new or retrofit fixtures. Contact NPU for more information about available lighting rebates.
Cool Choice and CHIPP Central Air Rebate Programs
Installing a new high-efficiency central air system, cooling and heating combination system pump, or heat pump unit, or replacing an old unit? Take advantage of NPU’s Cool Choice Rebate Program or CHIPP (Cooling & Heating Incentive Pilot Program). Involve us early in your planning process to maximize your rebate. Cool Choice Program
Receive a per-ton rebate from your municipal electric utility when you purchase and install an eligible single- or split-system central air conditioner or heat pump.
CHIPP
What is CHIPP? An incentive program aiming to help our existing electric customers convert to a more energy-efficient electric heat pump system which heats your home efficiently during cold weather months and also provides cooling during the heat of the summer.
Why should you participate?
NPU offers generous rebates per ton toward the purchase and installation of air-source or ground-source heat pumps, with additional incentives available for integrated controls (including labor and materials) and heat pump water heaters. These high-efficiency systems can lower energy use and reduce long-term utility costs. To make the upgrade even more accessible, financing options are available through participating financial institutions with competitive rates for qualified customers.

2025 CHIPP Welcome Letter and Combined Program Details
NPU offers rebates for high-efficiency variable frequency electric drives for qualifying industrial, commercial, institutional, and agricultural electric service customers of Norwich Public Utilities.
Norwich Public Utilities offers ZERO-PERCENT FINANCING to qualifying commercial and industrial customers who make improvements and upgrades that increase energy efficiency and lower energy use.
Building owners, contractors and developers in Norwich are also eligible to apply for Commercial Property Assessed Clean Energy (C-Pace) financing, making green energy upgrades more accessible and affordable. For more information, visit cpace.com.
NPU offers its commercial customers incentives (rebates) for switching to natural gas, a clean, versatile, and always available heating source. Contact Energy Services at 860-823-4514 to learn if natural gas is available in your area.
Installing high-efficiency gas heating equipment? NPU has a rebate program for natural gas furnaces, water heaters, and boilers.
Norwich Public Utilities (NPU) has a long-standing commitment to renewable energy, with approximately 20% of the electricity delivered to our customers coming from our hydro-power facilities and solar gardens. NPU has also installed a number of solar power systems on city-owned properties which allows the City of Norwich to save money on their energy costs while providing educational opportunities for students in the community.
While NPU does not offer rebates for residential or commercial solar projects, we do support the installation of private solar energy systems. All systems require an interconnection agreement with NPU prior to installation in order for them to be tied into our distribution system. For more information click on the links below or email.

NPU electric customers are eligible for rebates for the purchase or lease of a new or used all-electric vehicle (EV) or plug-in hybrid electric vehicle (PHEV), and rebates for the purchase and installation of EV charging equipment. This is in addition to available federal, state, and manufacturers rebates and incentives.
Requirements
- Customers must be current on their utility account.
- Proof of purchase from a licensed car dealership is required.
- Vehicle registration showing the tax town of Norwich is required.

NPU electric customers can apply for rebates from NPU on the purchase of these Energy Star-qualified appliances:
Limit one rebate per appliance per electric utility account (maximum three air conditioners). Note: Energy Star criteria are subject to change. Appliances must meet the current Energy Star criteria at the time of rebate submission in order to qualify for the rebate.
NPU offers generous rebates for the purchase of a heat pump dryer, and for the purchase of an Energy Star heat pump water heater.
To receive your rebate:
Download the appropriate rebate form:

- Fill out the form completely.
- Enclose a copy of your dated sales receipt showing the make and model of the appliance, a copy of the yellow “Energy Guide” label, and a copy of your most recent electric bill.
- Mail/email these items to the address on the rebate form.
Please: Do not include the rebate coupon with your utility bill payment. Incomplete information may delay or disqualify your rebate. Please allow 30 days for processing the rebate. NPU reserves the right to provide the rebate in the form of a credit on your electric account.
