Introduction to the Program

NPU is working to comply with the EPAs Lead and Copper Rule Revision (LCRR) which includes the research and updating of water service lines throughout Norwich. The drinking water that leaves our treatment plants is distributed through NPU’s system, which does not contain lead. 

While the water that we provide to homes and businesses is lead-free, lead can get into the water as it moves through lead-containing household fixtures, plumbing and water service lines. Lead can cause serious health problems, especially for pregnant women and young children. 

NPU is working to reduce lead at the customer taps, using corrosion control treatment to prevent lead from leaching out of pipes into the water and educating the public on ways to minimize any potential health risks.

Survey of Service Line Materials

NPU has created an initial inventory of lead service lines based on construction records, but those records are not complete.  To improve our inventory, we will be conducting field surveys throughout our service area. 

Two types of surveys will be conducted: basement surveys and excavations.  Sites selected for these service line material surveys will receive a notification letter and/or door hanger prior to work being completed.  Methods to be used for determining service line materials include:

  • Scratch and magnet test near the water meter
  • Lead confirmation test (in-home surface lead test) near the water meter
  • Excavation at the curb stop generally located near the property line

NPU has partnered with Arcadis to complete these surveys.  Arcadis staff will be on site to complete both types of surveys and can be identified by NPU car magnets, Arcadis contractor photo badges, and NPU contractor photo badges. Please call NPU customer service with any concerns.
