Newton Street Sewer Project

Newton Street Area

Sewer improvements are being considered for the Newton Street, East Avenue, West Avenue, Eagle Street, Newton Place, Ash Road & Will Road areas of Norwich. Because many homes in these areas were constructed with septic systems between 1950 and 1965, they do not conform to current sewage disposal system standards and DOH code requirements. This is due to the fact that most parcels do not have enough land area to provide for a leaching field and reserve area. Moreover, 49% of documented systems are in need of required repairs (42 of 86 systems).

The reasons for improvement are:

• Changes in Health and Environmental Regulations
• Age of Systems in the Neighborhood
• Soil Quality and Drainage
• Size of Property Lots 
• Health Department Records of Septic System Problems—Including Problems Affecting Whole Neighborhoods
• Cost
